No electrical work shall be undertaken prior to the issuance of a permit by the inspector
or the inspector's assistant. Electrical work includes, but is not limited to, any
alteration or change made in the electric wiring of any building, any wiring work
for the placing of electric lights, motors or heating devices, and any change in any
electric wiring or apparatus after inspection.
