§ 46-107. Permit for disabled persons.
(a)
The city administrator is hereby directed and authorized to provide designated parking spaces for the exclusive use of vehicles which display distinguishing license plates or a distinguishing card displayed on the dashboard on the driver's side or hanging from the rearview mirror or visor, issued by authority of RSMo 301.142, indicating a disabled person and providing for signs indicating the designated parking spaces for a disabled person.
(b)
Any person parking a vehicle in such designated parking spaces without a distinguishing license plate or a distinguishing card displayed on the dashboard on the driver's side or hanging from the rearview mirror or visor, issued by authority of RSMo 301.142, indicating a disabled person, upon conviction, shall be deemed guilty of a misdemeanor and shall be punished by a fine not less than $50.00 and not more than $200.00.
