§ 36-1. Definitions.

  • (a)

    The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Biochemical oxygen demand (BOD) means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at 20 degrees Celsius expressed in milligrams per liter.

    Building sewer or drain includes the connections with the public or district sewer or with any private sewer which empties into a public or district sewer or which extends from a point three feet outside of the foundation walls of the building drained.

    Combined sewer means a sewer receiving both surface runoff and sewage.

    Fixtures means any object attached to the building drain for the purpose of receiving and disposing of potable water and wastewater and materials.

    Garbage means solid wastes from the domestic and commercial preparation, cooking or dispensing of food and from the handling, storage or sale of produce.

    House drain means that portion of the drainage system extending from three feet outside the building to a connection on the main sewer.

    Industrial wastes means the liquid wastes from industrial manufacturing processes, trades or businesses as distinct from sanitary sewage.

    Natural outlet means any outlet into a watercourse, pond, ditch, lake or other body of surface water or groundwater.

    pH means the logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.

    Plastic pipe means any pipe or conduit other than iron, steel, copper or clay that is manufactured by chemical composition or fiber.

    Plumbing means all work in connection with the construction, reconstruction or alteration of pipes, fixtures and other appurtenances for the distribution of water supply and removal of liquid and water-carried wastes within and to a distance of three feet outside the foundation wall of any building, and all pipes and appurtenances used or to be used to ventilate the drains, fixtures or traps in any building.

    Properly shredded garbage means the wastes from preparation, cooking and dispensing of food that have been shredded to the degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers.

    Public sewer means a sewer in which all owners of abutting properties have equal rights which is controlled by public authority.

    Sanitary sewer means a sewer which carries sewage and to which stormwater, surface water or groundwater is not intentionally admitted.

    Sewage means a combination of the water-carried wastes from the residences, business buildings, institutions and industrial establishments, together with the groundwater, surface water and stormwater as may be present.

    Sewage treatment plant includes any arrangement of devices and structures used for treating sewage.

    Sewage works means all facilities for collecting, pumping, treating or disposing of sewage.

    Sewer means any pipe or conduit for carrying sewage.

    Slug means any discharge of water, sewage, or industrial waste which in concentration of any given constituent or in quantity of flow exceeds, for any period of duration longer than 15 minutes, more than five times the average 24-hour concentration or flow during normal operation.

    Storm drain or storm sewer means a sewer which carries stormwater and surface water and drainage, but excludes sewage and industrial wastes, other than unpolluted cooling water.

    Suspended solids means solids that either float on the surface of or are in suspension in water, sewage or other liquids, and which are removable by laboratory filtering.

    Vents means an extension of the drainage system from the point of receiving the waste material to a point above the roof of the building and permitting the free circulation of air and preventing siphonage in the traps.

    Waste lines, drain lines and sewers means lines for conducting wastewater and materials from fixtures to the main sewer.

    Watercourse means a channel in which a flow of water occurs, either continuously or intermittently.
