The city administrator shall be the chief administrative assistant to the mayor and
shall have general superintending control of the administration and management of
the government business, officers and employees of the city, subject to the direction
and supervision of the mayor; provided, however, the city administrator shall have
no powers over the police department of the city, which department shall be under
the supervision and control of the police board; and provided, further, the city administrator
shall have no control over the fire department which shall be under the supervision
and control of the fire chief.
